Reviewed replan without replay
A paused mission can take an exact, reviewed new plan and continue without re-running the steps that already succeeded. Replans need the owner’s approval.

What it is
The replan is bound to parent and child contract digests; the resume boundary lists every gate it still has to pass (recovery, validator, policy, approvals, E-stop, execution, postcondition checks) and grants no execution by itself.

- FORMALLY VERIFIED Its critical property is checked by a proof or exhaustive verification.
- RELEASE-QUALIFIED Passed every qualification gate for a named release.

- The owner-approval UI is not qualified; the approval in the proof was a diagnostic fixture.
